Got a TENTATIVE plan to go on vacation here. If I contacted a travel agency or a hotel to book me on a certain day and along the way my plans didn't push through, how much will i get charge if I cancelled it (in percent) ?How much do cancelled booking on hotel and airlines cost?

Generally most discount airfares are non-refundable and change fees for most airlines are averaging $150. This would be to convert your airfare to travel credit and apply it to another flight.
Hotels generally don't charge anything unless you cancel very close to the date of travel (24 hours or fewer prior in many cases).
It is important to note that policies vary - some pre-paid packages won't allow refunds for cancellations. The best bet is to ask your travel agent before you book - s/he will be able to give you all of the information you need.
